Smacking Debate in Aus

I was watching the evening news and I saw an article about the debate on smacking. The reporter said “Is it alright to use physical punishment. No. The government is starting a.............” I don’t think it is all right in all forms, but physical punishment can also be cleaning the child’s room or doing the dishes. I got thinking while watching a clip of a mum smacking her daughter on the butt, if it’s going to air then the person should be getting charged with child abuse. When the reporter said that the government is not introducing a ban on smacking children, I also thought that smacking children is just like torture. Why is it they won’t make smacking, just torture on a lesser scale, a crime but torturing is a crime?
